New location, new appointment process, and new in-person hours for WisDOT Motor Carrier Services Section
The Motor Carrier Services Section (MCSS) of the Wisconsin Department of Transportation (WisDOT) Division of Motor Vehicles will have a new location as of March 16, 2018, when it moves next door into the new state office building 4822 Madison Yards Way. Because of added security, MCSS customers will need to make an appointment for in-person services during the new counter service hours, 9 a.m. to 3 p.m.
“Our section strives to offer quality customer service, so we understand that not all carriers have access to or are comfortable with completing their paperwork online. Because of this, we offer phone, email and in-person options,” said MCSS Program Chief Jay Sween.

“MCSS serves approximately 60 in-person customers each week with interstate new operation applications, intrastate authority applications, and name changes. These are the only tasks that cannot be completed online and must be done by mail or in person,” Sween noted.
Most carrier tasks can be done online
Many motor carriers find managing their business online offers a greater level of convenience and flexibility. Obtaining online access to their interstate trucking operations begins with the State’s Web Access Management System (WAMS). Here, authorized individuals have access to State Internet applications, including the Wisconsin Carrier Registration System (WisCRS) which allows motor carriers 24/7 access to online processing of their International Fuel Tax Agreement (IFTA) quarterlies and renewals, managing registration units within their fleets, and ordering plates and cab cards.
WisDOT’s Motor Carrier YouTube playlist includes tutorials on how to set up a WAMS account and how to set up and access a carrier’s WisCRS account. Other YouTube videos offer various record keeping and processing tips, including how to process your IFTA quarterly tax return online.
To further support Wisconsin’s new motor carriers, the Motor Carrier Start-Up Packet, is available as an interactive PDF online from wisconsindmv.gov/trucking. It includes forms and links to web pages to help new operators get their businesses rolling.
